Use The Top Counters As Separate Opening Batches

Three reliable checkpoints are: top layers establish the road, blue/orange empty as full center columns, and purple/green/red shelves clear before late tower cleanup.

Avoid starting the long lower red row while a yellow top car remains on the road. Red needs the entire bottom and right route. Let yellow complete, then send red continuously.

Read Counter Values As Area Checkpoints

The three upper counters do not need to fall at the same pace. A lower value on the left tower simply means that side has exposed more layers; it does not make the remaining left color safer than a full center batch. Before reducing a counter, check whether its road entrance and matching garage are both clear.
